We, citizens of the world by virtue of our birth and our life in this world — recognizing that the wellbeing of humanity stands at roughly 31% of its potential and is falling; that structures of domination across social, economic, and political life continue to prevent billions of people from living long, happy, prosperous lives; and that no existing institution has proven able to break this cycle alone — do hereby declare our independence from these structures of domination, and hereby commit to work together to build a world where all people can flourish.
To that end, we set forth the conditions that compel us, the freedoms we assert, what we will build, the forces against us, what success will require, and the steps we will take.
I. The State of the World
The evidence is all around us. Life expectancy is stalling or declining in many nations. Depression and anxiety are rising, especially among the young. Inequality is widening. Climate breakdown is accelerating. Armed conflicts are spreading. Trust in institutions is eroding. And artificial intelligence — the most powerful technology ever created — while being used for extraordinary good by some, is being deployed by many others to surveil, control, and concentrate wealth.
We believe the people of the world deserve better — and we believe better is possible.
II. The Structures We Declare Independence From
We declare our independence from structures of domination — the systems, institutions, and concentrations of power that limit human freedom and suppress wellbeing across three domains of life.
We declare independence from social domination — from systems that exclude, discriminate, isolate, and coerce conformity. Too many people are denied the freedom to connect, belong, and form community on their own terms.
We declare independence from economic domination — from systems that concentrate wealth in fewer and fewer hands while extracting from others. Too many people who create value are denied a fair share of it. The freedom to participate in the economy, create value, and build wealth is structurally constrained for far too many.
We declare independence from political domination — from systems that capture governance for the benefit of the powerful. Authoritarianism is rising in many parts of the world. Democratic institutions are under strain. Hundreds of millions of people have little meaningful political voice. And at the global level, no democratic institution yet exists where individuals — not just states — can participate in the decisions that shape their future.
These structures reinforce each other. Social exclusion makes economic exploitation easier. Economic power purchases political influence. Political capture protects the systems that created it. The result is a self-reinforcing cycle that has proven very difficult for any single actor — government, corporation, international body, or movement — to break on its own.
These are the structures of domination we declare our independence from — and that is why we are here.
III. The Freedoms We Assert
We assert two fundamental freedoms for every person on earth:
Maximum freedom from domination — freedom from any structure, system, or concentration of power that coerces, exploits, excludes, or controls, in every domain of life: social, economic, and political — limited only to the degree necessary to protect the same freedoms for others.
Maximum freedom to flourish — the freedom to live one’s best life, in accordance with one’s own judgments about what a good life means, with the support of a society designed to make that possible.
These freedoms must advance together across all three domains. Social freedom without economic freedom is hollow — one can connect but not prosper. Economic freedom without political freedom is precarious — one can build but not protect what one builds. Political freedom without social freedom is alienating — one can vote but has no community to vote with.
We commit to advancing all three simultaneously — and we must begin now, because the forces constraining these freedoms are accelerating.
IV. What We Will Build — The AI-Powered Wellbeing Society
To secure our independence from the structures of domination described above, and to protect freedom from domination and freedom to flourish for all people, we hereby commit to work together to build an AI-Powered Wellbeing Society — a globally connected society in which government, financial markets, technology, and civic life all work together to increase lifelong wellbeing for all. What follows is our approach, guided by research set forth in Appendix 1, anchored by an ethical commitment, built on a universal measure, powered by AI, delivered through two new types of infrastructure, and accelerated by an engine of innovation.
The Anchor — Ethics First
We begin with what anchors our measure, our institutions, and our conduct. We commit to a principle we call Ethics First: that every person is inherently valuable, worthy of honor and respect in each interaction, and that human dignity and worth precede every structure we create. People are always more than the systems that claim to define them — and no structure, however powerful, can circumscribe the worth of a single person. In the tradition of “all people are created equal” and the Universal Declaration of Human Rights, this principle is non-negotiable.
The North Star — LEWs
We commit to measuring what matters. The freedoms we assert — and the longer, happier, more prosperous lives made possible by those freedoms — can now be measured, for the first time, using a single measure. We adopt as our north star the Lifetime Expected Wellbeing measure (LEWs).
LEWs integrates the world’s leading established measures of wellbeing — life expectancy, life satisfaction, and external risk — into a single number that captures three things every person cares about: how long one lives, how good those years are, and how secure one’s future is:
LEWs = Life Expectancy × Wellbeing Units × Catastrophic Risk Adjustment
Life Expectancy (LE) is how many years of life a person can expect. The upper bound is set at 105 years — reflecting the known longevity of some “super-agers” today.
Wellbeing Units (WELLBY) measure overall life satisfaction, on a 0-to-10 scale each year. Each person has radical freedom to decide what wellbeing means in their own life.
Catastrophic Risk Adjustment (CRA) accounts for risks — climate, war, pandemics, AI misalignment — that threaten wellbeing at a population level. The current global estimate is set at 0.85.
The upper bound is 1,050. This upper bound is not expected to be achieved by all people — it gives us an aspirational number to work toward. The global average today is approximately 326 — that is 31%. Our goal: reach 75% — a score of 788 — by 2050.
Without LEWs, nothing else in this Declaration can succeed. Without a universal measure, the economics do not work (you cannot invest in what you cannot measure), the governance does not work (you cannot score policy without a universal measure), AI cannot be directed (you cannot optimize what you cannot define), and community trust cannot be built (you cannot have transparency without shared measurement). But a universal measure without Ethics First could become a tool of control rather than liberation — which is why the anchor matters as much as the north star.
We commit to LEWs as our north star — the measure by which we hold ourselves and our institutions accountable.
Managing Wellbeing
LEWs makes wellbeing measurable. But measurement alone does not move the score. Wellbeing must be managed — and wellbeing science has now come of age. A critical mass of evidence-based insights across all dimensions of human life — social connection, meaningful work, physical and mental health, governance quality, economic security, environmental conditions, and more — is now available to create personalized solutions for individuals, communities, and entire jurisdictions. This base of knowledge does not solve all problems, but it is sufficient for us to move forward — and at AI-driven speed, we can now expand that knowledge and build on it at vastly greater scale than has ever been possible.
We commit to building the tools and institutions that make personalized wellbeing management available to every person on earth — not as a luxury, but as a right implied by the freedoms we assert.
The Economics of Wellbeing
Managing wellbeing requires resources, and for centuries economics and human flourishing have been misaligned. But three innovations, taken together, now make it possible to change that.
First, an innovative method for valuing LEWs economically (Frijters et al., 2024), using established government Value of a Statistical Life measures, now makes it possible to assign a calculable economic value to wellbeing. A single LEW in the US is worth approximately US$10,500, with equivalent valuations in other currencies. Second, because wellbeing can be valued, and because LEWs makes it possible to project wellbeing futures with lower discount rates than traditional economic models, wellbeing can now be invested in. Wellbeing Futures Investing (Thornewill, 2026) combines these innovations into approaches for realigning economic incentives so that capital flows toward flourishing, not extraction. And third, AI now makes it feasible to operationalize wellbeing measurement, management, valuation, and investment at global scale.
Together, these innovations are opening the door to the largest economic development opportunity in human history. The gap between a global LEWs of 326 and our goal of 788, conservatively modeled, represents over US$500 trillion equivalent in new GDP and new capital by 2050. We commit to aligning the economic incentive and the moral imperative — so that doing good and doing well become the same thing.
Infrastructure One — AI-Powered Wellbeing Platforms
This Declaration calls for something that has never existed: a set of global AI-powered platforms that connect people, organizations, governments, AI services, and networks to measure wellbeing, improve it, invest in it, and govern for it — all at once, all at global scale — thereby unlocking hundreds of trillions of US dollars equivalent in new economic value.
No single organization, government, or institution can manage wellbeing — or trillions in connected financial assets — for 8.2 billion people. It requires shared infrastructure. Think of how global payments work: Visa, MasterCard, American Express, and Discover are private-sector networks that built transnational payment infrastructure no government could have built — with thousands of banks and millions of merchants competing on shared rails. This Declaration calls for the same kind of shared infrastructure, but for wellbeing: several competing platforms, operating on shared interoperability standards, with participants deciding which approaches they trust.
These platforms should be funded privately and built rapidly — because governments are too slow or too captured, and the window is measured in years. They should operate at a layer above the generative AI infrastructures that support them, because wellbeing platforms must protect participants’ most personal data. We commit to participating in these platforms, supporting their development, and holding them accountable to the principles in this Declaration.
We recognize that the GoldBird Platform is launching as the first of these platforms, supporting the development of the GoldBird Network — a community of members and partners committed to wellbeing management. GoldBird is launching first because its founder, Dr. Judah Thornewill, has invested over two decades of research into the science this approach requires, and because X50 SP has invested substantially in translating that research into working technology. GoldBird is member governed, committed to Ethics First, and the first platform to operationalize LEWs through the GoldLEWs Engine — providing LEWs calculations for every country on earth and down to the postal code level for the United States. X50 SP and the GoldBird Network are also committed to funding the development of the AI-GCD. We welcome GoldBird as the first platform — and we welcome others that follow.
Infrastructure Two — The AI-Powered Global Constitutional Democracy
We commit to building something else that has never existed: a global democracy in which every person — not just every state — has a democratic voice, from the local level to the global level, powered by AI and governed through fractal democratic structures that optimize participation by all. We call it the AI-Powered Global Constitutional Democracy (AI-GCD).
Good governance is one of the most significant predictors of LEWs. The catastrophic risks that drive LEWs down — climate, AI, pandemics, nuclear risk — cross every border and can only be addressed by governance with democratic legitimacy from individuals, not just states. No such institution exists today. We will build it.
The platforms and the democracy must be built in tandem. The democracy needs platform infrastructure to operate — identity systems, communication tools, governance technology, economic support. The platforms need democratic governance to maintain legitimacy and to address global-scale risks no platform alone can solve. Neither can wait for the other. The forces working against both are moving now.
We hereby launch the AI-GCD as the AI-GCD Launch Network — a Network-Level Collaborative open to individuals, organizations, governments, AI services, and networks. Every individual signer of this Declaration becomes a founding member.
During the Founding Phase, the AI-GCD will run on the same secure infrastructure as the GoldBird Platform. We commit to opening AI-GCD Launch Centers in every jurisdiction — offering policy analysis, public data and analytics, LEWs-based policy scoring, and research. Real government-like services, from day one.
When we reach critical mass, we will elect delegates from every jurisdiction to convene the AI-GCD Constitutional Convention. We will draft a permanent constitution, ratify it by our vote, and seat a permanent AI-GCD with elected leadership.
The Engine — EFRI
We commit to accelerating everything we build through Extremely Fast Research-Driven Innovation (EFRI) — AI-powered creation at 10 to 1,000 times the speed of traditional work. We commit to empowering every individual, every organization, every government, every AI service, and every network to create products, services, businesses, and institutions at speeds never before possible. Our self-sovereign architecture ensures that every participant type controls its own data and identity, and we commit to structures in which those who create value participate in the value they create.
V. The Forces Against Us
We recognize that what we are building will be opposed. Those who benefit from the structures of domination we declare independence from — those who extract wealth, capture governance, control information, and concentrate power — will not yield willingly. They will use every tool at their disposal: regulatory capture, disinformation, economic pressure, legal obstruction, and AI deployed against the very people it should serve.
We do not underestimate them. The forces of domination are combining four kinds of power simultaneously and accelerating — economic power (extractive capital), political power (captured governance), community power (social capital eroded by algorithm-driven media, misinformation, and the deliberate destruction of trust), and innovation power (AI deployed to control the means of production, surveil populations, and concentrate technological advantage). They are, at this moment, far more powerful than we are.
This will be hard. There will be setbacks, resistance, and moments when the scale of the challenge feels overwhelming. The American colonists who signed their Declaration of Independence faced the most powerful empire on earth. They signed anyway — because the cause was right and the alternative was unacceptable. We sign this Declaration in the same spirit. We commit to persevering — because the alternative is to leave 8.2 billion people in harm’s way.
VI. What Success Will Require
The enemies of freedom wield four kinds of power. To overcome them, we must build the same four — but in the service of wellbeing, not domination — and we must use AI as the force multiplier that amplifies all four. To succeed, we must move faster.
Here is why we can succeed. Our science is smarter, our economics generate higher returns, our governance is faster, our communities build stronger trust, and our innovation is distributed. LEWs tells AI what to optimize. Ethics First tells AI what it must never do. Together, they give us the decisive advantage of purpose-driven speed.
- We will build Economic Power — Because LEWs makes wellbeing economically quantifiable, Wellbeing Futures Investing can generate far more new capital and higher returns than legacy approaches, because it invests in what people actually need. We will deploy WFI to open hundreds of trillions of US dollars equivalent in new economic value — new wealth created by improving wellbeing, flowing to the people doing the building
- We will build Political Power — Because LEWs provides a universal measure of governance outcomes, the AI-GCD can transform governments everywhere — powered by the people, with AI-driven policy analysis happening faster than existing policy processes can keep up with. We will give every person a democratic voice from local to global, with LEWs-based policy scoring making wellbeing the standard by which all policy is measured
- We will build Community Power — Because LEWs provides a shared, transparent measure of what is actually improving lives, we can rapidly build stronger bonds of trust and connection, new forms of media and news, and ethical transacting based on self-sovereign identity and accountability — replacing the misinformation, disinformation, and corruption currently tearing the world apart
- We will accelerate all three through Innovation Power — Because LEWs defines what to optimize, EFRI and its distributed model of ownership and innovation can unleash wellbeing-driven creation that generates new wealth faster than any centralized approach can match. We will empower all participants — individuals, organizations, governments, AI services, and networks — to create products, services, businesses, and institutions that improve wellbeing at 10 to 1,000 times the speed of traditional work. We commit to platforms that provide self-sovereign data architecture, ensuring that every participant type controls its own data and identity
No one of these alone is sufficient. We commit to building all four together — with AI amplifying each one — because that is what it will take to transform the world.
VII. The Steps We Will Take
Because the forces arrayed against freedom and a flourishing world are not standing still, and time is of the essence, we now commit to taking the following steps:
- Sign this Declaration — and launch the AI-GCD Founding Phase.
- Spread the word — share this Declaration, recruit signers and endorsers, and build momentum in every community.
- Open AI-GCD Launch Centers, GoldBird Centers, and other platform centers as they become available — in every jurisdiction.
- Build and fund — products, services, businesses, and democratic institutions at EFRI speed, with capital deployed through Wellbeing Futures Investing.
- Hold the Constitutional Convention — elect delegates from every jurisdiction, draft a permanent constitution, ratify it by our vote, and seat the permanent AI-GCD with elected leadership.
