Life expectancy is stalling or declining in many nations. Depression and anxiety are rising, especially among the young. Inequality is widening. Climate breakdown is accelerating. Armed conflicts are spreading. Misinformation and disinformation are ranked among the top global risks. Cybercrime is corrupting every aspect of human life, costing an estimated US$10.5 trillion annually — roughly 10% of global GDP. Trust in institutions is eroding.

And artificial intelligence — the most powerful technology ever created — while being used for extraordinary good by some, is being deployed by many others to surveil, control, and concentrate wealth.

If these trends are not reversed rapidly — within the next decade — catastrophic and compounding problems in climate, public health, economic instability, and political breakdown could lead to avoidable harm or mortality for billions of people. The stakes are existential, and the window for action is closing.

An AI-Powered Wellbeing Society — governed by the people it serves.

This plan integrates recent scientific advances in wellbeing science, wellbeing economics, political economy, psychology, information sciences, and network science into a single framework. We believe these advances, taken together, make it possible to do something that has never before been conceivable:

Build a globally connected society in which all people can live long, happy, prosperous lives — for the foreseeable future — governed by a new AI-powered global constitutional democracy created of, by, and for all the world’s people.

But we are in a race. The same AI that makes this plan possible is also being deployed by authoritarian governments, extractive corporations, and powerful individuals to surveil, control, and concentrate power — not to increase wellbeing, but to entrench domination. The window for executing this plan is measured in years, not decades, and we must move now.

The Research.

This plan is made possible by recent advances across multiple scientific fields that, for the first time, address the barriers that have prevented a wellbeing-driven society from being built. These advances converged only in the last few years — five years ago, this plan was not possible, and five years from now, if the forces of domination have consolidated their use of AI, it may be too late.

No single field is sufficient. The plan requires all of them, integrated. This integration — combining innovations across multiple fields into a single working framework — is what makes the AI-Powered Wellbeing Society conceivable for the first time.

The Plan.

This plan is anchored by a commitment: that every person is inherently valuable, worthy of honor and respect in each interaction, and that human dignity and worth precede every structure we create. People are always more than the systems that claim to define them. We call this principle Ethics First — and it anchors our measure, our institutions, and our conduct.

With that anchor, the plan has three elements. First, a universal measure of wellbeing that makes it possible to invest in, govern for, and build toward human flourishing. Second, a strategic framework — four kinds of power that must be built simultaneously. And third, two new types of infrastructure to deliver it: AI-powered wellbeing platforms and a global democracy, built in tandem because the forces working against this are moving too fast to build one and then the other.

The North Star — the Lifetime Expected Wellbeing measure (LEWs)

LEWs is the first universal measure of human wellbeing. It integrates the world’s leading established measures into a single number that captures three things every person cares about — how long one lives, how good those years are, and how secure one’s future is:

Life Expectancy

Based on UN/WHO population data, with an upper bound set at 105 years.

Wellbeing (WELLBY)

Overall life satisfaction on a 0–10 scale each year. Each person has radical freedom to decide what wellbeing means to them.

Catastrophic Risk (CRA)

Accounts for climate, war, pandemics, and AI misalignment. Currently estimated at 0.85 globally.

The upper bound is 1,050 (105 × 10 × 1.0). The global average today is approximately 326 — that is 31%. Our goal: reach 75% — a score of 788 — by 2050.

The economic value of LEWs can now be calculated using established government Value of a Statistical Life measures (Frijters et al., 2024) — a single LEW in the US is worth approximately US$10,500. The gap between 326 and 788 represents over US$500 trillion equivalent in new GDP and new capital by 2050.

Why LEWs is the north star: Without a universal measure, the economics do not work (you cannot invest in what you cannot measure), the governance does not work (you cannot score policy without a universal measure), AI cannot be directed (you cannot optimize what you cannot define), and community trust cannot be built (you cannot have transparency without shared measurement). LEWs tells us what to measure. Ethics First tells us what we must never do with that measurement.

What It Takes to Succeed.

The forces arrayed against freedom and a flourishing world draw their strength from combining four kinds of power simultaneously. To overcome them, the forces of freedom must build the same four kinds of power — but in the service of wellbeing, not domination.

AI is the force multiplier amplifying all four powers.

AI without LEWs is power without direction, and AI without Ethics First is power without accountability. LEWs tells AI what to optimize. Ethics First tells AI what it must never do. Together, they make AI an instrument of freedom rather than domination.

Economic Power

Because LEWs makes wellbeing economically quantifiable, Wellbeing Futures Investing can open hundreds of trillions of US dollars equivalent in new global economic value. Every jurisdiction, every community, every individual can participate — new wealth created by improving wellbeing, flowing to the people doing the building.

Political Power

Because LEWs provides a universal measure of governance outcomes, AI-powered democratic institutions can give every person a voice from local to global — with LEWs-based policy scoring making wellbeing the standard by which all policy is measured.

Community Power

Because LEWs provides a shared, transparent measure of what is actually improving lives, it becomes possible to build trustworthy media, new information infrastructure, and new institutions of trust — powered by self-sovereign personal data.

Innovation Power

Because LEWs defines what to optimize, AI-powered innovation can be directed toward creating products, services, businesses, and institutions that improve wellbeing at 10 to 1,000 times the speed of traditional work. Every person can own what they create.

Good governance is one of the most significant predictors of LEWs. The catastrophic risks that drive LEWs down — climate, AI, pandemics, nuclear risk — can only be addressed by governance that operates at global scale with democratic legitimacy from individuals, not just states. Building the governance layer is not optional — it is a requirement of the mission.

Democratic institutions are being hollowed out now. Authoritarianism is rising now. AI is being deployed to undermine elections, spread disinformation, and consolidate power now. The AI-GCD is not a theoretical ideal — it is a counter-move against forces that are already in motion.

The Declaration of Wellbeing Independence

The founding document of the AI-GCD. It declares independence from the structures of domination — social, economic, and political — that prevent billions from living long, happy, prosperous lives. It asserts two fundamental freedoms for every person: maximum freedom from domination and maximum freedom to flourish. Signing is a civic commitment, and certain privileges — governance voting, Launch Center leadership — require it.

The AI-GCD Launch Network

The AI-GCD is organized as a Network-Level Collaborative (NLC), administered during the Founding Phase by X50 SP as Network Administrative Organization (NAO). A formal agreement with an independent advisory council defines rights, responsibilities, and the path to independence.
